Job Functions:
• Responsible for the supervision, review and implement the organisation’s IT strategies and policies for all business processes in respect to the law, regulations, guidelines and IT standards including digitalisation of processes
• Advise higher management on business operations relating to IT, risks and any other policy requirements
• Manage projects, including the design and deployment of new IT systems and services within the organisation
• Manage and supervise staff and identify opportunities for team training and skills advancement
• Monitor performance of information technology systems to determine cost and productivity levels, and to make recommendations to improve the IT infrastructure.
• Analyse departmental needs, identify vulnerabilities, boost productivity, efficiency, and accuracy to inform business decisions
• Ensure network components work together seamlessly to meet business needs, using its full range of capabilities, and stay informed about new features and competitor solutions
• Review, update and implement IT policies, SOPs and processes
• Generate IT reports on a timely manner
• Propose and monitor the department budget and tap on governmental grants to innovate, upgrade or refurbish existing systems
• Source, monitor and manage vendors to ensure the best-possible services are being offered and value for money and business needs
• Train employees on software and hardware matters, troubleshoot issues and provide technical support as and when required
• Develop and execute business continuity plans and maintain data backups
• Analyse business requirements by partnering with key stakeholders across organization to develop solutions for IT needs
• Carry out any other tasks assigned by the CEO and higher management
Candidate Requirements
• Bachelor’s Degree in Information Technology or Computer Science
• 2 years of experience in IT management
• Management and leadership skills
• Knowledge of programming languages and operating systems, current equipment and technologies, enterprise backup and recovery procedures, and systems performance monitoring
• Expertise in implementing, configuring, and testing IT solutions
• Strong creative and analytical thinking
• Ability to work under pressure, plan personal and team workload effectively, and delegate accordingly

The Senior Manager, Residential Homes provides strategic and operational leadership across all PERTAPIS Sheltered Homes. This role ensures the delivery of high-quality, compliant, and resident-centred services in alignment with PERTAPIS’ mission, values, and the regulatory frameworks of MSF, SPS, and other relevant agencies.
Job Functions:
1. Strategic Leadership & Operational Excellence
• Lead the operational management and development of all Sheltered Homes, ensuring compliance and service quality.
• Translate PERTAPIS’ vision into actionable service plans, SOPs, and improvement initiatives across Homes.
• Coordinate cluster-wide projects and foster cross-learning between Homes to promote best practices.
2. Staff Supervision & Development
• Supervise and guide Heads of Homes in performance management, staffing, and capacity building.
• Cultivate a professional, ethical, and values-driven work culture.
• Identify training needs and oversee development programmes for staff involved in care, rehabilitation, and case management.
3. Resident Care & Programme Oversight
• Ensure delivery of holistic, individualised care for residents (children, women, seniors, ex-offenders), incorporating casework, counselling, education, and reintegration support.
• Monitor and evaluate the quality and impact of in-house and community-based programmes.
• Embed trauma-informed and resident-centred practices across all Homes.
4. Safeguarding, Risk & Compliance
• Uphold safeguarding standards and serve as the escalation point for all critical incidents (e.g. abscondment, self-harm, abuse, relapse).
• Oversee audits, inspections, and licensing renewals to ensure compliance with statutory requirements.
• Maintain risk registers, lead root cause analyses, and ensure timely implementation of preventive measures.
5. Community & Stakeholder Engagement
• Liaise with MSF, MOH, SCORE, NCSS, and other statutory and voluntary agencies to strengthen partnerships.
• Build and maintain positive relationships with families, donors, volunteers, and grassroots organisations.
• Represent PERTAPIS in external engagements, committees, and sector-level discussions where required.
6. Budget & Resource Management
• Oversee annual budgeting, expenditure tracking, and cost-efficient resource utilisation across all Homes.
• Collaborate with HQ departments to ensure smooth administrative and operational support.
• Drive initiatives for resource sharing, operational efficiency, and sustainability.
Candidate Requirements
• Bachelor’s Degree in Social Work, Psychology, Counselling, or a related field.
• Postgraduate qualification in Management or Social Service Leadership is an advantage.
• Minimum of 5 years’ experience in residential or social service settings, with at least 3 years in a managerial or cluster leadership role.
• Strong knowledge of MSF Standards of Care, Halfway House Service Model, and Sheltered Home Service Model (Elderly).
• Demonstrated expertise in safeguarding, crisis management, and audit processes.
• Strong leadership, communication, and stakeholder engagement skills.
• Proven ability to work effectively with diverse and vulnerable populations

The Executive, Corporate Secretariat will support the governance, board secretariat, and statutory compliance functions of the organisation. This role is suitable for an entry-level candidate with strong attention to detail, professionalism, and a keen interest in board governance and corporate secretariat work within the charity / non-profit sector.
The role also supports the organisation’s transition towards digital governance systems and structured compliance readiness.
Job Functions
Board & ExCo Secretariat Support
• Assist in coordinating ExCo, Board, AGM/EGM and committee meetings, including preparation of agendas, logistics, and accurate minute-taking.
• Support the preparation and formatting of Board papers, resolutions, and structured documentation.
• Maintain proper records of governance decisions and ensure timely circulation of Board materials.
Corporate Governance & Regulatory Compliance
• Assist in statutory submissions via Charity Portal, ACRA, and related regulatory platforms, under the guidance of LCS.
• Support the upkeep of governance trackers and registers (e.g. resolutions, declarations, policies).
• Assist in monitoring compliance timelines and documentation readiness for audits.
Digital Secretariat & Records Management
• Maintain structured and secure digital filing systems for ExCo, Board and governance records.
• Support adoption of digital governance tools and document workflow improvements.
• Ensure version control, confidentiality, and audit-trail integrity of governance documents.
Stakeholder Coordination
• Coordinate with internal departments to ensure timely submission of reports and materials for Board/ExCo meetings.
• Support formal communications with Board Members, CEO’s Office and key stakeholders where required.
Other Duties
• Any other duties assigned by the Head, Legal, Compliance & Secretariat in alignment with governance and organisational priorities.
Candidate Requirements
• Diploma in Business Administration, Law, Public Policy, Governance, or related discipline.
• Strong written and spoken communication skills and high attention to detail.
• Professional, discreet and able to handle confidential information responsibly.
• Highly organised, structured and able to meet deadlines.

Job Functions
Legal Responsibilities:
• Scrutinize legal documents such as funding agreements, contracts, MOUs, and any other relevant legal instruments to identify key points, risks, and adverse clauses that may impact PERTAPIS. Submit reviewed documents to the Head of Department for verification.
• Inform the management of significant clauses, obligations, and conditions within legal documents that require attention or action.
• Identify and communicate any potential legal risks or adverse impacts from contractual agreements or legal documents.
• Draft, review, and manage company policies, SOPs, and other governance documents to ensure compliance with applicable laws and regulations.
• Ensure all legal and compliance policies adhere to Singapore's regulatory requirements for NGOs and other relevant laws.

Compliance Responsibilities:
