Whistleblowing Policy

PERTAPIS Education & Welfare Centre (“PERTAPIS”) is committed to maintaining the highest standards of integrity, transparency and accountability in all our activities.

This Whistleblowing Policy provides a safe and confidential avenue for anyone — including employees, volunteers, residents, beneficiaries, service partners, or members of the public — to report in good faith any concern or suspected wrongdoing within PERTAPIS.

1. What can be reported
Examples of reportable concerns include (but are not limited to):

  • Fraud, corruption, theft, or misuse of funds or assets

  • Breach of law, regulations, or organisational policies

  • Conflict of interest or abuse of authority

  • Harassment, discrimination, neglect or abuse involving residents or beneficiaries

  • Unauthorised disclosure or misuse of confidential information

  • Any act or omission that could cause harm to PERTAPIS’ reputation or public trust

2. How to report a concern

You may report through any of the following confidential channels:

  • On-site
    QR codes are displayed at PERTAPIS Headquarters and across all PERTAPIS Homes and Centres to facilitate confidential submissions.

3. Confidentiality and Protection

All reports made in good faith will be treated with sensitivity and kept confidential.
Where contact details are provided, we may seek clarification or evidence to help the inquiry; this ensures that matters can be verified and addressed effectively. Anonymous reports are accepted, but may limit our ability to investigate fully.

Whistleblowers acting in good faith will be protected from retaliation. However, knowingly providing false or misleading information is a serious matter and may lead to appropriate action under applicable laws or internal policies.

 

4. What happens next

Reports are received and reviewed by the Legal & Compliance Department, which may consult the Audit Committee or other authorised parties when necessary.


Where contact details are provided, an acknowledgement will typically be sent within 5 to 10 working days.

 

5. Policy review

This Whistleblowing Policy is reviewed annually to ensure continued effectiveness and alignment with the Charities Act and the Code of Governance for Charities and Institutions of a Public Character (IPCs).
