Who we are

An approved Institution for young male probationers from the age of 16 to 19. PERTAPIS was appointed by MCYS on 1 July 2007 as the managing agent of Bukit Batok Hostel (BBH) to conduct a supervised residential programme for its residents.

BBH was gazetted under the Probation of Offenders Act (POA) Cap 252, for male offenders who are placed on probation with a condition of residence under Sec 5(3)(b) of the POA. It is an open institution where residents are allowed to leave the Hostel for school or work.

Who our residents are

Our residents are referred by the Community Court. The Hostel also accepts young male offenders that are 151/2 years old & above from the Juvenile Court. They are generally:

  • Teens
  • Teenage gang members
  • Juvenile delinquents
  • Youths at risk

Our Strategies

We are determined in working with each of our residents, by ensuring that they strive for a better future. We are also committed in attending to every individual on a personal level - by supporting them as we guide and develop them. In order to do so, we adopt the Therapeutic Community approach residential structure. This fundamentally comprises of:

  1. Managing positive community acceptance behaviour in BBH;
  2. Helping our residents to develop in-depth emotional strength;
  3. Nurturing our residents¡¯ capabilities on a personal level;
  4. Equipping our residents to have the respective life skills that they need.

Subsequently, we conduct a ¡°Life Skills Pillars¡± programme, which supports our strategies respectively. Furthermore, we run appropriate rules in the BBH to manage and guide our residents.

Core Values

BBH's core values are the foundation with which its staff operates and manages its residents. They are the following:

  1. To identify resources and expertise within the organisation, and from other external sources. This is to continually seek opportunities to improve the strategies used to help the residents as necessary.
  2. To identify the current social problems and aspirations of the youth. This is to enable the staff to relate with its residents, and break down any social barriers.
  3. To identify and develop programmes that provide the youth with the knowledge and skills, so that they sustain successful family life and community living.
  4. To sustain efficient and vital policies in administrative, operational, security and human resources issues.

Hostel Programme

BBH apply the Therapeutic Community (TC) modality which we modify to suit our system in handling adolescent. The rehabilitation programme emphasises discipline, education and vocational training, physical fitness activities and vocational activities, religious and moral guidance, training in life skills, self awareness and positive leadership.

The core programme in brief being:

  • Admission & Orientation - The Hostel conducts a concise admission and orientation package to help new admissions adjust to community living.
  • Study & Homework Assistance - The Hostel facilitates appropriate academic or vocational pursuits and encourages personal commitment to excel.
  • Discipline - The Hostel encourages and enforces group and personal discipline in order to maintain a safe and conducive environment for each resident to pursue his personal change plan.
  • Sports & Life Skills Training - The Hostel promotes wholesome and healthy lifestyle through regular physical training, sports, adventure learning and other creative avenues.
  • Religious / Moral Education Classes - Each resident is free to practice his religion and classes were conducted in line with the rehabilitation programme.
  • Community Service & Public Awareness - The Hostel encourages residents to be socially responsible through participation in community service, motivational talks and other activities.
  • Family & Group Sessions - The Hostel involves residents¡¯ parents and families in the change process by regular dialogue session, family visits and parent-staff consultations.
  • Re-entry and Aftercare - The Hostel conducts a series of pre-discharge and aftercare programmes to assess, equip and empower them for life outside the Hostel setting.
  • Medical Care - Residents who report sick are referred for medical attention at the nearby Polyclinic. Each resident is issued with a Medical Fee Exemption Card for use at any Polyclinic and government hospitals.

Our Facilities

BBH comprises of a two-storey building; a one-storey block; and a football field. The building facilities include:

  • Kitchen
  • Mess Hall
  • Dormitories
  • Activity Rooms
  • Recreation Rooms
  • Counselling Rooms, etc

Our Appeal

We need volunteers to help our residents. You can be a volunteer in our Residents¡¯ Befriend Programme. Alternatively, you may wish to volunteer in organising and / or joining in excursions for our residents.
